[<a href=\"https:\/\/blogs.intelink.gov\/blogs\/drisacher\/?p=142\">Intelink-U cross-post<\/a>]<\/em><\/p>\n<p>Several\u00a0 years ago (~2006), I was on three peer-review-teams for big DoD ERP implementations (<a title=\"DEAMS\" href=\"http:\/\/www.deams.af.mil\/\">DEAMS<\/a>, <a title=\"GFEBS\" href=\"http:\/\/www.gfebs.army.mil\/\">GFEBS<\/a>, and<a title=\"IDE-GTN Convergence\" href=\"http:\/\/www.dla.mil\/informationoperations\/pages\/IGC.aspx\"> IDE-GTN Convergence<\/a>)<\/p>\n<p>These &#8220;<a title=\"ERAM\" href=\"https:\/\/acc.dau.mil\/adl\/en-US\/169126\/file\/30429\/faqs_eram.pdf\">ERAM<\/a>&#8221; reviews had a bunch of process and structure, but the important thing was that we had a team of smart folks do several days of on-site interviews with involved personnel:\u00a0 we interviewed everyone from the 3-star sponsor to the GS-9 users, the contracting officer, the gov&#8217;t Program Manager (PM), the Program Executive Officer (PEO), the chief engineer, the contractor&#8217;s PM, the software jocks writing the code, and anyone else we could think of.<\/p>\n<p><a href=\"https:\/\/risacher.org\/jfdi\/wp-content\/uploads\/2013\/02\/OriginalNipper.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-155\" alt=\"OriginalNipper\" src=\"https:\/\/risacher.org\/jfdi\/wp-content\/uploads\/2013\/02\/OriginalNipper-300x201.jpg\" width=\"300\" height=\"201\" srcset=\"https:\/\/risacher.org\/jfdi\/wp-content\/uploads\/2013\/02\/OriginalNipper-300x201.jpg 300w, https:\/\/risacher.org\/jfdi\/wp-content\/uploads\/2013\/02\/OriginalNipper-624x419.jpg 624w, https:\/\/risacher.org\/jfdi\/wp-content\/uploads\/2013\/02\/OriginalNipper.jpg 639w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a>One of the questions I remember asking folks in the PMO (Program Management Office) was this:\u00a0 &#8220;When you are done building this system, who is going to operate it?&#8221;<\/p>\n<p>Generally, when we asked this question, we would get a puzzled, head-cocked-to-the-side look, like the RCA dog.<\/p>\n<p><!--more-->I remember having this conversation (in 2006) with the GFEBS chief engineer.\u00a0 His first response was, &#8220;What do you mean?&#8221;<\/p>\n<p>&#8220;Who is the operator of your ERP?\u00a0 Running a big ($1.6B) IT system takes a lot of work&#8230; who is going to run it?&#8221;<\/p>\n<p>&#8220;Oh, the program office will.&#8221;<\/p>\n<p>I try again: &#8220;No, I must not be asking this right.\u00a0 The program office is responsible for buying it.\u00a0 Who is going to operate the production system after IOC (Initial Operational Capability)?&#8221;<\/p>\n<p>GFEBS chief engineer: &#8220;No really, the program office.&#8221;<\/p>\n<p>I say, &#8220;The program office is not staffed to do operations on that scale.\u00a0 Look, I visited the F-22 SPO in 1996, and when I asked them who was going to operate their system, they told me the 1st Fighter Wing at Langley AFB, and after that the 49th Fighter Wing at Holloman AFB, and so on.\u00a0 They knew exactly who the operator was, and it wasn&#8217;t the Program Office.\u00a0 There&#8217;s a big skill-set and doctrinal difference between acquisition and operations, even in IT.\u00a0 So who is going to operate GFEBS?&#8221;<\/p>\n<p>&#8220;Umm&#8230; Accenture?&#8221; he ventured.<\/p>\n<p>Which was probably true, but wrong at the same time.<\/p>\n<p>I didn&#8217;t understand the issue enough then to point out that not only was the PMO trained and staffed wrong for operating an ERP,<em> it has the wrong mission<\/em>.\u00a0 The GFEBS PMO was part of Army PEO EIS, which reports to <del>Army Materiel Command<\/del> <a title=\"ASA(ALT)\" href=\"http:\/\/www.army.mil\/asaalt\/\">ASA(ALT)<\/a>.\u00a0 The ASA(ALT) mission is to buy stuff (&#8220;developing, acquiring, fielding, and sustaining&#8230;&#8221;) but GFEBS purpose was to<em> provide financial and accounting services<\/em>.\u00a0 That&#8217;s the either the <a title=\"Army G-8\" href=\"http:\/\/www.g8.army.mil\/\">G-8<\/a>&#8216;s mission or the <a title=\"ASA(FM&amp;C)\" href=\"http:\/\/www.asafm.army.mil\/\">ASA(FM&amp;C)<\/a>. Or maybe <a title=\"Defense Finance and Accounting Service\" href=\"http:\/\/www.dfas.mil\/\">DFAS<\/a>. Truthfully, it wasn&#8217;t anyone&#8217;s mission, which is why the PMO was stuck with it &#8211; but it&#8217;s exactly why there is a universal refrain that ERP implementation requires Business Process Re-engineering (BPR).\u00a0 If the Army wanted to centralize finance and accounting services, they should have stood up a &#8220;Army Finance and Accounting Service&#8221;, but that would have sounded too much like DFAS, so I guess they couldn&#8217;t.<\/p>\n<p>From what I can tell, GFEBS soldiered on (pun intended), and had it&#8217;s Full Deployment Decision (FDD) in 24 June 2011, which means it took them &#8220;<a title=\"letter from GFEBS PM with the words &quot;only seven years&quot;\" href=\"http:\/\/web.archive.org\/web\/20130214044928\/http:\/\/www.gfebs.army.mil\/\">only seven years<\/a>&#8220;.\u00a0 I have not been involved with GFEBS since the 2006 ERAM review, but a cursory review of the internet makes it appear that the system is still being operated by the PMO. I think this is a mistake that occludes the proper lines of accountability.\u00a0 &#8220;<a title=\"Matthew 6:24\" href=\"http:\/\/bible.cc\/matthew\/6-24.htm\">No man can serve two masters.<\/a>&#8221;\u00a0 Does the GFEBS PMO serve the Army Acquisition Community, or the Army Financial Community?<\/p>\n<p>I applaud the successes that they&#8217;ve had, despite the lack of clarity about roles and missions.\u00a0 I argue that this is a deep, and widespread problem across government IT.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This is the one of several posts to illustrate the difference between &#8220;acquiring a system&#8221; and &#8220;providing a service&#8221;, that I raised in a previous post.
