{"id":355,"date":"2013-04-11T10:17:40","date_gmt":"2013-04-11T14:17:40","guid":{"rendered":"https:\/\/risacher.org\/jfdi\/?p=355"},"modified":"2013-04-12T09:20:23","modified_gmt":"2013-04-12T13:20:23","slug":"courage-responsibility-and-insight","status":"publish","type":"post","link":"https:\/\/risacher.org\/jfdi\/2013\/04\/courage-responsibility-and-insight\/","title":{"rendered":"Courage, Responsibility, and Insight"},"content":{"rendered":"<p style=\"text-align: right;\"><em>[<a title=\"Intelink-U Mirror\" href=\"https:\/\/blogs.intelink.gov\/blogs\/drisacher\/?p=239\">Intelink-U mirror<\/a>]<\/em><\/p>\n<p>I have a guilty and shameful confession to make.<\/p>\n<p>It happened years ago, and it&#8217;s been troubling me ever since.\u00a0 I didn&#8217;t understand my mistake until recently. It&#8217;s a little hard to explain, so bear with me.<\/p>\n<p>Sometime around 2007, I happened to be at the old DISA Skyline-7 building, when a project called &#8220;Button Two&#8221; was unveiled.<!--more--><\/p>\n<p>Button Two was part of an acquisition program called Net-Centric Enterprise Services (NCES). NCES had many piece-parts, but one of the major functional areas was &#8220;<a title=\"Brief on NCES collab tools\" href=\"https:\/\/acc.dau.mil\/adl\/en-US\/252673\/file\/39978\/NCES%20Collab%20Overview%20for%20Strategic%20Sourcing%20Board%2020080921.ppt\">collaboration<\/a>&#8220;. The\u00a0 Director of DISA (now retired) had decided to pursue a fairly clever, &#8220;two-button&#8221; acquisition strategy &#8211; essentially fielding two different collaboration services, and allowing the users to choose which one they liked better.<\/p>\n<p>When the DISA personnel first demonstrated &#8220;Button Two&#8221;, it was a web-conferencing solution based on Adobe Connect, and an Instant Messaging solution based on Jabber XCP.\u00a0 I remember being a little confused at the demo, because the Adobe Connect web-conferencing tool seemed to have an embedded instant messaging capability, and Jabber XCP is an instant-messaging platform.<\/p>\n<p>So I asked, somewhat naively, &#8220;You&#8217;re calling this a single service, but it seems like it&#8217;s two separate things.\u00a0 Does the chat window in the web-conference tool connect somehow to the instant-messaging tool?&#8221;<\/p>\n<p>The answer was, &#8220;No.\u00a0 Those are two separate functions.&#8221;<\/p>\n<p>I became disturbed.\u00a0 &#8220;Wait&#8230;\u00a0 you&#8217;re fielding a single service that includes two chat services that don&#8217;t even interoperable with each other?\u00a0 There was already a chat capability in &#8216;button one&#8217;.\u00a0 Does the either of the instant-messaging\/chat tools in Button Two bridge to Button One?&#8221;<\/p>\n<p>The answer was, &#8220;No.\u00a0 Those are two separate systems.&#8221;<\/p>\n<p>I asked, &#8220;But some of the combatant commands are already using Button One.\u00a0 How are they supposed to communicate with people who use Button Two?\u00a0 Won&#8217;t that be confusing and decrease the value of the whole system?\u00a0 Why don&#8217;t you build a bridge between Button One and Button Two?&#8221;<\/p>\n<p>And the answer was, &#8220;There&#8217;s no requirement for that.\u00a0 If users need to communicate, they need to be on the same system.&#8221;<\/p>\n<p>It got worse:\u00a0 &#8220;Hold on&#8230;,&#8221; I say, &#8220;one of your other services is the User Access Portal, Defense Knowledge Online&#8217;.\u00a0 DKO is just Army Knowledge Online (AKO) re-branded.\u00a0 AKO has a chat tool too, based on Bantu Instant Messaging &#8211; which NCES is thus paying for indirectly.\u00a0 Is Button Two going to interoperate with AKO IM?&#8221;<\/p>\n<p>&#8220;There&#8217;s no requirement for that.&#8221;<\/p>\n<p>By now, I&#8217;m on a roll&#8230; &#8220;And NCES pays for Intelink to run the Enterprise Search service.\u00a0 They&#8217;ve got an IM tool too, called &#8216;Intelink Instant Messenger&#8217; (IIM).\u00a0 Can we bridge to that?\u00a0 Is that interoperable?\u00a0 I know IIM is based on the same XMPP technology you&#8217;re using &#8211; I think it&#8217;s even Jabber XCP, the exact same software.&#8221;<\/p>\n<p>&#8220;There&#8217;s no requirement for that.&#8221;<\/p>\n<p>Me: &#8220;It&#8217;s all just text messages&#8230;! How hard can it be to bridge the systems?!?&#8221;<\/p>\n<p>&#8220;There&#8217;s no requirement for that.&#8221;<\/p>\n<p>Here&#8217;s the part I&#8217;m ashamed of: I was disgusted.\u00a0 I shook my head and I walked away, grumbling about incompetence and lack of vision.\u00a0 <em>I walked away and let it happen.<\/em><\/p>\n<p>In my <a title=\"Title 10, Authority and Responsibility\" href=\"https:\/\/risacher.org\/jfdi\/2013\/03\/title-10-authority-and-responsibility\/\">previous post<\/a>, I pointed out that Title 10 says the proverbial buck stops with the SecDef.\u00a0 Now, I ain&#8217;t the SecDef and I won&#8217;t ever be the SecDef and I don&#8217;t speak for the SecDef.\u00a0 But I do <em>work<\/em> for the SecDef, and<em> if I had the insight to see what the right thing to do was, it was my responsibility to get it done<\/em>.\u00a0 I was not responsible for oversight of NCES, and it was easy to feel like it was someone else&#8217;s problem.<\/p>\n<p>I&#8217;m naturally conflict-averse, and I was even more so back then.\u00a0 I let it go, and I&#8217;m sorry.\u00a0\u00a0 I am trying to cultivate the courage to change the things I can, and the wisdom to know the difference, as they say.\u00a0 It is not always easy.\u00a0 I will breathe deep, learn, and live in the future, where I can do better.<\/p>\n<p>Postscript: This also illustrates my <a title=\"Cost As an Independent Variable\" href=\"https:\/\/risacher.org\/jfdi\/2013\/03\/cost-as-an-independent-variable\/\">previous post about CAIV<\/a>, in the sense that, if we had had a more CAIV-like approach to NCES, then it would have been harder to hide behind a wooden repetition of the phrase &#8220;There&#8217;s no requirement for that.&#8221;\u00a0 If the requirement was, &#8220;Provide great collaboration tools,&#8221; we could have done the right thing without a risky, 24-month trip through JCIDS.<\/p>\n<p>[update] Post postscript: As it turns out, the first disconnect I noted &#8211; the one between button-two chat and button-two web conferencing embedded chat &#8211; actually <em><strong>doesn&#8217;t<\/strong><\/em> make any sense.\u00a0\u00a0 The other three did make sense, and the last one still does.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>[Intelink-U mirror] I have a guilty and shameful confession to make.
